FINRA’s Allegations Against Gary Talbot
According to the FINRA Letter of Acceptance, Waiver and Consent (AWC) dated August 21, 2026 (No. 2023077124801), Mr. Talbot consented to, without either admitting to or denying, the following findings by FINRA’s Department of Enforcement:
- “Between March 2023 and October 2024, [Mr.] Talbot excessively traded the account of one retail customer”;
- “The customer was a moderate risk investor and, at the time of the trading activity at issue, he was a 67-year-old retiree”;
- “During this time, [Mr.] Talbot recommended 20 transactions in the customer’s account resulting in an annualized turnover rate of seven and an annualized cost-to-equity ratio of 30%”;
- “[Mr.] Talbot’s trading in the customer’s account generated $9,433 in commissions”;
- “The level of trading that [Mr.] Talbot recommended in the customer’s account was excessive and not in the best interest of the customer”; and
- By virtue of his actions, Mr. Talbot violated Exchange Act Rule 15l-1(a)(1), regarding acting in the best interest of the customer, and FINRA Rule 2010 regarding standards of commercial honor and principles of trade.
FINRA Sanctions Gary Talbot from Securities Industry
As a result of such violations and in addition to the above-described findings and conclusions, FINRA’s August 21, 2026 AWC also indicates that Mr. Talbot consented to the following sanction(s):
- a four-month suspension from association with any FINRA member in all capacities.
